Core Specification
The core data model: profile envelope, versioning and the reliance envelope, the ten layers, tier map, vertical configurations, AI usage axis, serialization, and three conformance classes — profile, registry, and verifier.
Thirteen open issues are identified in the specification itself.

Binding to Really Simple Licensing
RSL answers whether a machine may ingest an asset. FCL answers what a creator may make with the underlying IP.
The namespace extension binds the two without requiring changes to RSL and without allowing either specification to broaden a permission the other prohibits.

This is a draft with no known implementations. It is published to be read critically.
